The CellWatch Android app takes speed test measurements that comply with the FCC’s requirements for challenging cellular providers’ coverage claims.

The CellWatch Android app is under review for use in the FCC’s Broadband Data Collection (BDC) mobile challenge process. In order to receive the third-party mobile speed test app from the FCC, we are seeking public comments until November 1, 2024. Please view the FCC Public Notice for details.
When first installed, CellWatch walks through a simple onboarding process.
The app will be available in both English and Spanish.
CellWatch is designed for the FCC’s mobile broadband challenge process, but using the app without submitting measurements to the FCC is also supported.
A map shows the number of measurements in each of the hexagons used by the FCC challenge process.
Tapping a hexagon reveals its child hexagons.
Tapping a child hexagon shows its measurements in a drawer.

The map can also be viewed without the hexagon overlay. Measurements are shown as points on the map.

Before taking a measurement, users must indicate their current environment (standing outdoors or in a moving vehicle) and make certifications required by the FCC.
Each measurement records latency, download speed, and upload speed. (See the methodology page for details.)
A simple progress indicator is visible while a measurement runs.
After a measurement is complete, its results are shown.
Users can also view and export all of their past measurements.
